To make sure you are actually booting to the cloned external drive rather than the original internal drive, create a new folder on your Desktop after the cloning process has finished. You can then test to make sure the external drive boots properly. I think your best option is to use Carbon Copy Cloner to clone your internal drive to the external one. Not all USB sticks work well booting a Mac and some (even name brands USB sticks) can even corrupt the data stored on the USB stick. There is a possibility you have an issue with the USB stick containing the installer.
It sounds like you may have finally made a Mojave installer.
